Who's the Best Domination Victory Leader and Why?

If you're going for a mid-game conquest, Catherine's Cossacks will serve you well.

Oh Cathy is my choice. The cossack can even hold their own against rifle men, and her Creativity will give you the needed land coverage much faster than other civs.
