    Certinately one use for you unhappy city would be to build a settler that claims a unique happy resource.
    I'm sure you can usually put off HG for one turn, unless you're really scared of losing it.

    Anyway, I just did settler spam + HG and it works. It's pretty awesome, really. Those new cities did not have granaries. What I did not expect was that it also helped with conquered cities as well. They no longer yearned for their motherland.
