I can't get the in game SMTP to work either, always get an error even though I know the information is valid. You probably would have better luck posting this in the Multiplayer thread. Either this game function is broke or something in windows or the networking environment is blocking it.
Since Solver couldn't decide to delete it or not earlier at least I can give him a reason to move it.
On topic, are you sure that your SMTP servers don't require authorization? Or Silver - you say the information is valid, I assume you use authorization... have you tried without it?
Another option is to try it with a public/open SMTP server.

The game asks for your SMTP server, user log in and password. Everything you would use to send email basically. I even tried (briefly) bypassing my router and windows firewall just to be sure they were not blocking it, and it still wouldn't work. So I think it has more to do with the game then anything.
Edit: Also my email works on the same machine useing the same smtp server and log in.
The game works with SMTP servers with basic authentication - I know mine does. What doesn't work is SSL encryption, which is commonly used to make the SMTP servers more safe (and protect them from relaying spam). Judging by the comments in the code from the last patch that sends the PBEM email, the devs are working on figuring out the whole SSL bit. So maybe we can hope it'll work in the next patch.
