I've built up all the parts and the ship won't launch . . . is there some kind of button I'm supposed to press or something? I haven't won any other kind of victory and it's not even close to 2050 yet. Any thoughts?

If you click on the little Fist icon near the top right that should display the Victory Conditions screen. The bottom section lists all of the parts needed for a space ship. Make sure you've built all of them. It's possible there is a component that you're not capable of building because you haven't developed the necessary technology.
If you've built all of the listed components, in the right amounts, and you still haven't won, then something's wrong.

I've never had this problem. Other than a bug the only things: I can think of are that the spaceship victory condition is disabled in your game, or that you somehow continued playing after some other victory condition was met and just haven't realized it.

I'm sure its just user error. He probably built all the space ship parts he could at the time but had not discovered all of the techs that provided the other parts needed for launch such as Fusion, Robotics, or Fiber Optics for example. I've been in tech support long enough to know you start with the user and work your way down from there.
Until I see a save game that can't be explained I'll stick with my user over looked something theory.
