"Your Videos are not installed correctly" after space race victory

I can't seem to win Civ4, because when I get a space race victory it says "Your videos are not installed correctly" and crashes to the desktop. I haven't put any mods or anything on the game other than the recent official patch.

Has anyone else encountered this problem?

I got the same error as I started the game yesterday, though it was only viewable for a second or two. The game played fine though
I have set the game to not show videoes so I doubt it'll interfer with the game

This one stays on the screen for a while and then the game completely crashes.

Is there a way to turn off videos including the end game video? Or is there a way to reinstall videos without reinstalling the whole game?

In the ini-file there's a line that says:

; Set to 1 for no in-game movies
NoMovies = 0

Set it to 1, and the movies should not display

There's also one that says:

; Set to 1 for no intro movie
NoIntroMovie = 0
