That tech costs decrease because other civs have the tech in question - and whether it decrease further if you have open borders, contact with said civs, alliances with said civ etc

Well that was how it started, but I wanted to know if tech costs do indeed change as others discover them and have confirmation presented by way of examples.

Wow, I've started quite the semantic battle. It'd be interesting to see what the formulas actually are. I guess someone could do in-game testing by using the worldbuilder and giving other civs techs and seeing how it effects the amount of points they need to research stuff, etc. Sounds like something I don't have time to do though.

Research. It's the fundamental way of advancing in life and in Civ IV, and a necessary part of making your way up the food chain in Civ IV from doormat to winner (whether via space race, diplomacy, conquest, or culture). Unfortunately, it's also the way to figure out how research actually works...
Now what the OP wants is a research pact. This is in some games, but not in Civ4, open borders is not the same as countries helping each other research technologies. I don't want that added on to open borders, if you want to add in a research pact, that'd be fine
The point is that the OP wants a system that allows a Civ that is behind in tech try to catch up and have the system depend on other Civs knowing that technology. Such a system is in place, so what he wants would be redundant and just plain annoying.
