Conquered Wonders Question

Its kind of wierd, in all the games I played, I juuust conquered my first cities with wonders (I'm usually a builder type who conqueres a few border cities when they decide to attack me, or are about to attack me). But... the wonders' effects don't come to my Civ. For example, I conquered the Pyramids, but I can't choose whatever civic I want.

Is there an amount of time you have to wait? Does there have to be more of your people than their people in the city?

You can only choose any *government* civic with pyramids....

Also, make sure they really are in the town you conquered. If it is, you should be able to use it.

Crap... that's what I get for never building the Pyramids .
