Ai advantages

I've read that the AI has some advantages on the higher levels, so presumably they have some disadvantages on the lower ones. So which level is there no advantages either way. Where you and the AI are playing under the same rules?

At what level does the AI start to gain these advantages. The maual just says that they start at the higher levels.

Noble is the closest to being the same rules for you and the AI.
