That's because you have citizen automation turned on. Turn it off and you'll be able to get rid of it.

      As Unimatrix11 said;

Having the mouse roll over work at all times.

To Willem, the reassigning specialists problem happens to me (I'm not too bothered by it though). I do not have citizen automation (or any other kind of automation ever) turned on.

I'd like a city radius grid added as a subset of the grid. I've found it easy in the past to mistake a cultural boundary for a city boundary and placed a follow up town wrongly.

          This would be very useful!

Firaxis, it's easy to do and increases a lot the gameplay... Could you do it for us, please? Soren? Trip? Sirian?

            - I'd like to start the game with my own civ's techs instead of one of my teammates when playing a locked alliances game.

            -Flying camera mode!
            That's right, a slaver!

Most of my concerns are with usability when playing the most zoomed out level before clouds. Civ4 is meant to be played with camera zoomed in very much so that the game can show off all the eye candy that went into it. The units for example are barely discernable from the top-down view, same with resources.

              1. Unlock the zoom.

              2. Make clouds removable without external programs.

              3. Make unit stacks more manageable by getting rid of the uninformative row of icons and instead making the list that appears when you hover the mouse over a stack "fixed" so it can be clicked on and used to select units. Using the "unit row" as it is is very time consuming.

              4. Emphasize the currently active unit more.

              5. related to 4.), make barbarians glow red in the same way unpromoted units glow blue. Give them huge red flags or something. I miss them on the map all the time.

              6. Make Ctrl+Tab easier to use by enlarging its window.

              7. Have an option for camera to follow the events during AI turns, as in previous titles.

              8. Fix the railroad graphic so it is visible at a glance which tiles have railroad and which don't.

              9. Make resource icons from Ctrl+R rotate around the tile they point to. It will be annoying, but as it is, something else gets obscured by them (city size or something).

Simply put - I would like a usability version of the game interface with simplified terrain graphics, resource graphics, unit graphics and so on, made with players who like a more strategic view of the world in mind.

Seconded. I have the same problem.

Isn't this already in the options?

Thedrin and VetLegion, yes. There is an option in the Options Menu, under the Game tab to "Show Enemy Moves" and "Show Friendly Moves."

You may not realize it's on but chances are it is. It will come on if you ever click on your centre square to redistibute your citizens. And sometimes it turns on by default when you form a city. I know I've never selected it but whenever I have the problem being mentioned about the specialists, that's the cause. As soon as I turn it off, I can put him back on the land.

BTW, why are their no female specialists?

Good question - one of my cities spawned Hypatia, and I added her to the city as a super-specialist, and she turned into a dude

Yes, that's something I've been requesting since Civ 3. They had it in SMAC, so I don't know understand why it isn't around anymore. I found it quite handy.

Have you looked into the signs yet for planning your cities? I find it very handy and it should help you avoid those kinds of mistakes. Just hit Alt-S and you can put a sign where you want your city to go, so you can do it all beforehand as your exploring your territory.

I'll third that, I liked the Civ 3 system better. Maybe they could change it so that when you click on those buttons, instead of scrolling sideways a vertical list would pop up so you can make your selection(s). And they other button would reduce it again.
