There are a number of wonders that promise to give free specialists. However, when I build them I don't see any free specialists, nor do I show the effects, ie faster great person rate etc. Do I need to do something to make them work, or do they work in the background without any visible sign?

The free specialists look just like regular specialists. Meaning that you can see them when you go to the city view and look over on the right side of the screen. As TheHateMale said, you can tell the free specialists from the regular specialists by holding your mouse over them. You can't get rid of them but for the wonders/civics that grant a generic free specialist you can change which type of specialist you have.

A forced specialist is one you get for a wonder, or civic, a normal specialist is one you sacrifice a worker to get. IE the Great Library gives you two scientists. They are locked in as scientists. If you take a white circle off your city map you can make that into whatever type of specialist that is available.
I still don't like the civic specialists. They are not clear enough.

Eh? that doesent seem right. When I built the Great Library I got two "super specialist" scientists not two citizen type scientists. And I can assign my forced specialists to any workable tile. My suspicion is that forced is just a way of the govonor saying: "I didn't assign that guy" Is that right?Visit my CTP-page and get TileEdit and a few other CTP related programs.

Uhmm, no. Forced specialists are the ones you assign explicitly with the specialist buttons. Forced specialists will always stay until you remove them.
The rest can be handled by the governor. If you have Mercantilism for 1 free specialist, the governor will automatically assign the specialist in each city to a type of his choice - but you can override the choice and force the specialist yourself.
