Oookay... if I can't win this one I'll have to hang my head in shame.
Playing as the Germans, on a large custom continents map with all 18 civs, Monarch level.
My capital's city radius contains:
A short river surrounded by grasslands.
A coastline, with two clams.
Lots of forest for chopping.
Two plains/hills tiles.
A banana.
And FOUR GEMS, all on the grasslands (two of them next to the river).
(Also a Horses tile shows up with Animal Domestication).
To top it all off I have four other civs on the same continent BUT adequate room for expansion (with some good resources, too, and lots more forest for my lumberjacks), and a neighbouring continent just visible so that I'll be able to get there by galleon soon enough.
A mined grassland/gems tile yields 2 food, 1 hammer and 6 commerce (7 commerce if next to a river). And I start with mining so all I have to do is crank out a worker and I'm rich.
