A fully upgraded windmill is 1f 1h 2c. That's comparable to 3h from a mine with a railroad. As I said earlier, it's the 1f that makes it better... farms suck, and the fewer farms you can get away with, the more commerce and hammers you can get.
For instance, say you have a size 20 city that has 4 farms and 4 mines, and no surplus food. Those 4 mines give you +12 hammers.
Now, replace the 4 mines with 4 windmills. That extra 4 food from the windmills allows you to replace 2 of those farms with workshops. You now have +8c (+12 if you're financial civ) and +4h from the windmills, and +6h from the mines. You just traded 2h for 8c (12c if financial). I think most people would consider that a good trade-off.
All this assumes you have all the upgrades from techs and civics. I agree there's less of a point in replacing mines with windmills until you learn replacable parts (+1h).
