If I play a co-op game with a friend, and we decide to go for a cultural victory, does anyone know if we need to have three Legendary cities between the two of us, or whether one of us has to individually have three Legendary cities?
If it's the permanent alliance then you only need the three cities amongst the two of you. You also share line of sight, research, team buildings, etc. The only thing I've seen you don't share are income and resources.
