Is there a way to tell a city governor NOT to build anymore of a particular unit?

For instance, if all of the available land is occupied, how can I tell him to STOP building settlers?

This was possible in Civ3 but I don't think it is possible in Civ4. At least I never discovered the option (otherwise I would have stopped the governor from spawning settlers when not needed or not wanted)
