When playing OCC is the 2 national wonders per city restriction lifted?

What happens when neighbors have a revolt to your nation, I assume they can't culture flip?

What would the cultural victory condition be since I can't have 3 cities? or is the space race the only way I could win?

Mmm, don't know that one. But at a guess, as the national wonders restriction is lifted, the 3 city requiremeht is lifted as well.

50,000 culture will not produce a cultural win in OCC. If a cultural win is possible, then the amount of culture needed has not been documented or discovered.

Conquest and diplomacy wins are possible in OCC.
