I started my game with default options, other than the usualy land type and also in Marathon length, anyways I have built a good relationship with two computer players and want to start a permanant alliance, I have the tech for it, and I gave the required tech to him to try allow it, but I don't have any diplomacy options to even offer it too him, any ideas?
