  • Why won't some of my cottages grow?

I have several cottages in the radius of the same town. A couple have grown to villages and a couple refuse to grow at all. The ones that won't grow show "city must work to become a hamlet" when my cursor is over that section. I can't find a rule for this anywhere. Why will some of my cottages advance to hamlets and others stay cottages?

    Thanks

Yes, it's a bit confusing, the tile must be worked by a citizen. I mean, when you zoom into the city screen, the tile with a cottage/hamlet/village must be working or else it will not grow.

It has to be one of the tiles being worked by the city. Open the city window and make sure there is a circle on that tile.
