Worldbuilder

Well after I installed the patch for the game. I loaded one of my games (French/settler/Napoleon/In the lead by points/ defeated one rival. I went to worldbuilder to do something and it was not available. Whats going on? please help me

Was it available before?

This is a new one on me

In the game it should be on the right side drop down window, about halfway down the list??
