Why does the AI not build granaries?

Not building them is placing a huge penalty on oneself.

If you find no granaries in conquered cities, they simply haven't survived the pillaging of your troops.

The AI usually DOES build granaries, but not always. Look at the cities from above (NOT after you have conquered them). Presumes you know what a granary looks like. Based on a Noble/huge/epic 1.52 game, industrial/modern era.

I have NEVER captured a granary from an AI.

Non-wonder buildings have a HUGE % chance to get destroyed when a city changes hands.
