Shouldn't Victoria have Washington's traits?

Expansive actually encourages vertical growth. Organized is what encourages horizontal growth. If they are trying to emulate the phase of British history where "the sun never sets on the British empire" then really that's where Organized comes in.

It seems to me that Victoria should be Financial and Organized. I am unsure what you would make Washington, however, if you wanted to keep trait combinations unique among leaders, however.

Financial and Organized are pretty perfect for Washington. If you had to change one though it could not be Organized because if anything that is what the man was. Organized and Expansive would be good descriptors for Washington as well.
