Domination victory

Does domination victory require that you hold 64% of the land tiles or the total tiles? Because in case of the latter, domination is rendered impossible on water worlds.

I believe it's 64% of available land tiles for the reasons you mentioned (I could be wrong, of course).

In the manual it says two-thirds (67%) of the land spaces. It also requires you have 25% advantage in population on your nearest rival.
