  • Watermill; one side of the river only?

In my last game, I found myself without the option to build a watermill on flat land, beside a river.
There was one on the other side of the river, though; would this be the cause of my problem?

It might make sense, looking at the graphic for the watermill, as it kind of sits over the river rather than taking up much of the tile it is in.

    Yep, that´s exactly the problem.

In my previous games I made several tests for this and you are de facto allowed a watermill only on one side of the river.
Tamsin (Lost Girl): "I am the Harbinger of Death. I arrive on winds of blessed air. Air that you no longer deserve."
Tamsin (Lost Girl): "He has fallen in battle and I must take him to the Einherjar in Valhalla"

As I found it,not exactly;if the new tile is bordering the river by two sides,it is still possible to build the watermill(let´s say the watermills themselves cannot stay front to front).
      Best regards,

A river is always between two tiles. Any stretch of river can only be used by a watermill once. So only 1 in 2 river tiles can be watermilled, and corners never can. However if a tile borders a river multiple times, it can use any free stretch of river

Is it possible to Watermill the same tile more than once?

Nope. Unless you meant construct watermill --> terraform something else for a number of turns --> construct watermill
