    3. The city must have productive. Plains (farmed) and/or Forest. Surplus citizens using specalities that produce shields.

    4. Expansive is indirect, mostly the half price granery -> faster growth sooner, but also the +2 health which in my game is harder to come by than happiness.

    5. Gaundi's good for not losing production while changing civics. Say to Organized Religion and/or Bureachy. Yes, Fincincial is better for getting the tech to begin with.
    6. Philosophical to produce great engineers.
got 6 engineers and 2 artists until 1AD with Saladin.
(needed a new random seed once or twice so some might say it lacks legitimation but at least GPs are a factor too)

Oh, I think it wouldn't be too hard, provided national wonders and projects aren't included in that definition. (til Prince level at least)

Its easy to get all the wonders one way or another - if you don't raze the enemy cities that have them first.

I'm playing on Prince level and have built pretty much every single wonder. I missed Versailles and The Spiral Minaret since I always put off researching Divine Right for a long time (usually just wait until the AI is willing to trade it, actually). I also only have 3 of the 7 religious shrines. Other than that I have everything, including internet (just so the AI couldn't get it :P). No one's built Manhattan Project - not sure if that counts.

This was done with Qin Shi Huang.

I assume you mean world wonders, running a large empire without the FP would result in high maintenance costs.

Actually the bigest mistake people moving up into Prince or Monarch tend to make is trying to build too many world wonders.
