install error: c++ runtime library 7.1

every time i install i get an error message once it reaches the civilizationiv.msi file at the very end of installation

feature transfer error
c++ runtime library 7.1
cyclic redundancy error

my computer meets system requirements and i have reinstalled windows, updated drivers, etc...

i have heard that this error is a sign of a defective disk but i dont know if i believe that

does anyone have any insight
