Ok, hoping this has a simple answer ..

I have just cancelled open border agreement with Russians, I have troops massed at the border, Peter is refusing to speak to me .. how do I do the most simple thing .. DECLARE WAR ?

The help says I just move my units in, and it asks me .. but I cannot move my units, they don't budge .. do I really have to wait for Peter to get over his problem just to declare war ??? there must be a simpler way ??

ok, always read the small print .. press ALT and the leader name .. sorry to bother you.

3 ways
1)alt+click the leader name.
2)through diplomacy, talk about something else.... -> Your head would look good on a stick (WAR)
3)with a military unit, right click on the enemies units or city (I think this works, you'll have to mess around with it. It might only work without open borders)

The first way always works, even if they refuse to talk with you.
