    You can have a state religion without having it founded.
    It sounds that your problem is that you haven't found the "F3" (religion) option.
    Go to F3, choose a religion there as state religion (only those which are present in at least one of your cities will highlight) en press "revolution" on the lower right of the screen.

      I have been there, just didn't know what to do there. How do I choose a religon? When I founded a religon I went to that screen, and it was highlighted, and just for fun I clicked on other boxes and it says Jusdism is your state religon you can't change so I thought I was ok.

      What do I do there when I found a religon next time?

        in that screen move your mouse over the various symbols at the top of the screen (the religions)

        and clicking on one of those symbols makes you that religion...

        you have to wait a period of time before being able to change the religion again (same idea for civics).

          You have to move the missionary into the city, then you may have the option of converting the city.

          If you look closely at the city's name tag it will have one or more religious symbols above it to the left (if it has a religion). If you're not sure use the mouse wheel to zoom in close.

            converting isn't always the best solution.

            not messing with the religious civics and avoiding conversion can save you 2 turns of anarchy, and you'll still be getting culture for every religion in your cities, and each holy city will generate even more per turn also, and AIs of other faiths won't hate you so fast.

            or you can convert and in return you get some happy people, religion civic bonuses and (maybe) some good points for diplomacy

            i'm not saying don't convert, just that rushing into a conversion isn't always the best move when you think it through.

              Having a state religion is usually a very good idea. After you discover Judaism the 25% bonus for Organised Religion is enormous.
