I've avoided Diplomatic Victory mostly because (unlike cultural victory for example) you can't tell if you're getting close to convincing the others to vote for you. Furthermore, many well written (supposedly well researched) posts tell you that you need +11 or +15 on the diplomatic relations meter. Not true!
I played Emperor, standard size, no tech trading (probably made it harder) no space race victory. v1.09
I wasted most of my game unsuccessfully spreading my religion. Even if that had worked, the problem is most switched to Free Religion by the time voting came around.
I was in dead last for score, way behind in tech, but #1 in population. So it was me against whomever built the UN -- China in this case.
I didn't even get Sec-General the first time around, but eventually improved my relations enough for diplomatic victory. Here are some relations numbers:
I was Rome (if that matters).
Mongolia was +13 (no negatives) and still would not vote for me.
Napolean was once +12 and another time +15 - 2 for a net of +13 and he voted for me.
Saladin was the only civ with a religion, so I switched to his even though it was only in 1 city. Changed to his favorite civic, gave him some nice gifts and got to +10 on relations. He voted for me.
Since Mongolia was not co-operating I tried working on Mansa Musa and was shocked he voted for me! Our relationship was +14 - 7 for a net of only +7.
