different rules for AI tech trading ?

Hi,

x This game I had one AI asking me to trade the alphabet with them. How is that possible ?! The alphabet is supposed to be required to trade techs ! If the AI doesnt have the alphabet it shouldnt be able to trade techs with me !
Is this a "bug" or a "feature" ?

x I always dig deep into the tech tree and ignore some techs for a long time. This game I dont have Banking yet. Now I know that all of my AI opponents have that tech, because they switched to Mercantilism at least for some time. Yet when I trade with them, Banking does not show up as tradable tech. How is that possible ?

1. Only one half of a trading partnership needs alphabet to trade tech.

2. You probably need a prerequisite for Banking, like Guilds first.
