Actually, that's not correct. Even the hover description over the factory can be easily mistaken if you read it fast.
A factory gives +25% production, -1 healthy face, and ability to turn 2 citizens into engineers.
Any type of power in a city with a factory will give you an additional +50% production. All of these bonuses are applied to base production value. For example a city with a forge and a factory and a coal plant with 15 base hammers will have 15 +100% = 30 hammers per turn.
You can give power to a city by coal plants if you have the coal resource, nuclear plants if you have the uranium resource, hydro plants if your city is on a river tile, and the Three Gorges Dam wonder gives power to every city on that continent.
if they are called COAL plants, it's because they need COAL to work. Otherwise they would be called whatever plants

Whilst you can build them without having a coal resource, they won't actually provide you power (ie, the bonus to your hammers) unless you have a coal resource. Same goes for nuclear plants and the uranium resource.

The 3 gorges dam does give all your cities power regardless of whether they have a factory or not.
What I have yet to discover is if you still get the benefits of having power in cities in which you haven't constructed factories (e.g. do cities with power that only have a forge get a bonus from the power?)
