I'm also running no state religion and the shrine incomes appear to be from total number of cities on the map with that religion, not just my own, judging by the Budist shrine getting the 2nd largest amount dispite it's small presence in my own empire ( being in only ex-Mongolian lands + one core city. It's also not going to spread much more in my lands because that core city with the only surviving Budist Monstary is too busy building the Iron Works.)

It is however a popular second religion in both Germany and Arabia and England overseas recently adopted it as their state religion, probably because it was the first religion to spread there.
