I agree that being single-minded is the way to go for cultural victory and will try that in the next game or two. I had a pretty good, even, cultural development going in three cities in my last game (the AU100A course) and would have certainly reached 50,000 in each by 2050. The problem was that I didn't get my religions spread properly until late in the game and therefore it was not clear that I could pull off the cultural win before Bismarck launched his space ship. I was preparing to fight Bismarck when for some reason Hatshepsut and Elizabeth voted for me in the U.N. Next time though, cultural.
