Ok, Caste System... Its unlimited Artists, Merchants and Scientists only. And only up to how many people you actually have in the city, clearly. You can't put 3 Artists in a size 1 city. That'd be silly. Combine with Representation and Sistine Chapel for yummy goodness. Unlimited specialists who give a bonus +3 science and +3 culture each? Sign me up!

Yes everyone, I am guilty as charged - caste system works fine and I just didn't read the manual properly.
