Catastrophic failure

Thanks in advance for reading this.
I was trying to uninstall/reinstall my Civ IV. When I tried to uninstall, I received a message of a catastrophic failure. The program is still listed in my Add/Remove Programs area yet I cannot remove it and I cannot play it.
I checked the folders and it is not listed on my hard drive. Every time I try to reinstall, it asks me if I want to remove, which it will not complete.
Do I have to edit my registry (& how would I do this)?
Is there any way to "force" an install?

There are various uninstalling programs out there - norton has one, for example, which I use, though it's not free; undoubtedly people can point you to one that is - that will completely uninstall any given program for you.
