Maximizing mining

If you dont pack your cities in close enough (I usually play OCC because of limited time) to use all the tiles in the fat cross do you mine all your hill tiles everywhere else inside your cultural boundaries to try and pop new resources or does a tile actually have to be worked to pop new resources?

I am pretty sure that your mine has to be worked to spawn a new resource.

I've taken to mining every hill in my cultural borders, and so far the only spawns I've had are on worked tiles. I've been getting 2-3 spawns per game though.
