No, on the contrary. It's the same as disabling the SS race when going for domination: you are lowering the difficulty level. Where you think you're playing Monarch, disable tech trading and it is more like Prince.

Same for SS: without it, you can win on Monarch when you're normally a Noble player. The SS gives you a timer which you need to beat. It's part of the difficulty level, just like the tech trading is.
