permanent war or peace

"Permanent war or peace" - it's an option in custom game menu.
What does it excatly mean?
The ingame description says "all civs are locked into either war or peace for the length of the game"
I thought it means that war or peace is chosen randomly every new game.
But it is not. I have started about 10 new games so far and each time i could't declare war (so peace was chosen).
Any ideas?

This is probably for scenarios, where war and peace are set when you start. Either that or team games.

I'm an old user from civfanatics. Could not recover my account on their forum though (it's been 9 years). In Moonbase > Always Peace <> Always War <> Permanent War or Peace, right?
