Slavery, enlightenment.
Now, earlier I was playing a game on water map, with LOTS of fishing villages, I thus needed to pop-rush an awful lot, and the alternative civics didn't seem useful (and low upkeep was important).
The first enlightened civic I use is Free Religion.
The nature of life after death? Believe what you will! One certainty: The transition involves a whip!
The first modern civic I pick up is Free Market.
Slave vs wage slave? Why not both!!! They can slave under their capitalistic masters, then get whipped to death at a whim by their imperialistic masters! Joy!
So, after a while I take up Universal Suffrage.
Now, everyone gets whipped equally! Regardless of gender, color etc! Joyous Equality! Actually maybe it should be called Universal Sufferage...
A little later, I take up Free Speech.
Now they can complain and whine about being whipped as much as they like! But they still get whipped!
Finally, I take up Emancipation (the first civ to do so).
The rest of the world is unhappy that I've stopped whipping my people.
