Is there some restriction on where temples can be built? I realized fairly late in a game that I could not build temples in some cities - including one which was a Holy City. I can't find any information about why temples can be built in some cities but not others. Yes, I had Priesthood (long ago) and obviously I had the religion since it was founded in that city!
The other item wasn't a problem for me, but I don't think it was right! I didn't think Wonders could be rushed, but I was able to rush buy the Eiffel Tower. That's not right, is it?

You can only rush things under two civics - slavery and... the last one in the first list. Can't remember which one off hand. If you have either/both of these civics enabled, you can rush most things.

Temples should be able to be built in any city that has a religion. If you mean monasteries, they become obsolete with Scientific Method. After researching this tech, you'll need to switch to the organised religion civic to build them in cities without monasteries. (You can build monasteries before you research Sci. Method and use them after.)

I find it's good to build monasteries for odd religions that pop up in one city in your empire so you can spread the religion later in the game to get the bonuses from Free Religion.

Yes, I had that civic that allows you to rush buy stuff, but I thought you still could never rush Wonders, just as you can't rush spaceship parts.

And I did mean Temples, not Monasteries. I could build them in some cities, but not one certain city where Islam had been founded - I could not build an Islamic temple.

      I had no state religion.

If you have Universal Sufferage (think that's the name) you can rush-buy anything, so long as you have the cash.

If you hold your mouse over the rush buy button (even if it is not lit up) the game will tell you how much cash you need to complete the wonder or whatever you are building.
