Resource trading question

I was playing yesterday and I had 4 sources of uranium. I went to two different civs to see if I they wanted to trade for them. One of them showed that I could trade them uranium, and the other DIDN'T, BUT I could trade other resources with them (they did not have access to uranium already).

What's the deal? Why can I only trade some resources w/some civ's? Any ideas?

maybe they did? maybe they alredy imported them from someone else?

Maybe it was somewhere you couldn't see it. Or maybe they were importing it already.

Or maybe, they haven't discovered physics yet.

They probably traded it from somebody else.

In my current game, everyone seems to have horses, but I don't see them hardly anywhere on the map. Oh, and I don't have them, since Tokugawa is the only that has them available and well, you know what's he's like..
