Cottages on hills?

I can't build cottages on hills.

Sometimes when I culture-flip an area the AI has been developing, though, I find cottages or even towns on hills.

I think you can build them on grassland hills but not any other kind of hill. I may be wrong though. It might be that cottages just require the tile to produce at least one food.

Towns can definitely be built on hills. It gives them a fortification bonus, and the singlefood is offset by being the center square.

Not cities, towns. But it may be that I only tried on plains/hills, not on grassland.
