    Someone whom I was at war with pillaged a horse resource in a border city, and I can no longer build knights (not that it really matters with Grenadiers) despite the fact that this one's connected to the capitol.

    Also, I'm building a wonder in another border city that while not culturely connected to the rest of my nation, is connected across open borders with another civ. I have a stone resource, but the bonus isn't applied.
    Don't bring a tank to a spearfight.

    Most likely you are trading away horses to someone.

    Contracts with other civs take priority over your own needs. If you have 2 horse resources, one of them being traded away, and you loose one, you'll have nothing for yourself left.

    As to the stone. If it's not connect it isn't connected. Cultural borders do not count, what matters is roads and coasts.

      An AI that I had open borders with actually built a road through my territory to a city they had on the other side of my empire. They used parts of the roads I had down but made connections that were broken to get to their city. So you need to do the same, make sure there is a road connection from your capital to your city accross the AI territory.

        I agree with Diadem here, you are most likely trading away the horse resource you have left. As far as the Stone is concerned, what wonder are you trying to build? Are you sure that the wonder isn't sped up with Marble perhaps?

        Also, if a resource if only connected to a single city, but not to your capital, I'm not sure that you actually get the bonus associated with it except for additional hammers, gold, or what have you.

          There needs to be a clear path from the resource to your capital. This path CAN lead through a city (ie. resource > road > city > road >....>capital)

          You either missed a barbarian/enemy stack pillaging the road leading from the horses to your capital or...you are trading away the only horse resource you have.

            I was probably trading away both my stone and my horses, now that you mention it.

              That would be the problem... that's something that annoys me about Civ 4... back in Civ 3, if you had Wine (1) it meant you had a spare resource to trade. Now it means you literally only have one source. Often times in my earlier games, I was probably trading away most of my luxury and health resources.
