Just an idea I had after looking at how the resources stone and marble benefit wonder building.
Might be something which probably would be worth to be implemented into a mod.
What about don´t disallow building of certain units if you don´t have the necessary resources for most units, but just have these units take 3-4 times longer than normal to be built.
A Bomber for example would cost 140 hammers if you have access to oil. But without having access to oil you would have to pay 560 hammers to build it.
A Stealth-Bomber which need Oil and Alu to be build would normally cost 200 hammers, without access to either oil or alu it would cost 800 hammers, without access to oil and aluminium it would even cost 1600 hammers.
This would reflect the ability of governments to buy certain quantities of most resources on the free market even if they don´t have the mining capacities to buy them (or treaties with other goverments to get said resources in exchange for other things).
So civs without access to said resource would still be at a disadvantage to civs who have access to said resource but even smaller civs without access to said resource would be able to field a small number Hi Tech units who need a certain resource (as long as they have the necessary technology) making it somehow harder to defeat them.
The exception would (of course) be uranium based units (i.e. ICBMs) as access to uranium and/or the technology to turn it into plutonium seems to be the most restricted things in the modern world
