How to Nuke?

I've played a bunch of games but have never used these yet. I just tried and... you'd think it would be just as easy as right clicking your target...

I believe if you read the title you'll know...

HOW DO I NUKE!? I right click the tile I want to nuke and nothing happens. I use that red button thingy, get a nuke thing for a cursor. I click where I want to nuke. Nothing happens.

The.
Button!

(but it wont work if any of your units (or allied/peaceful units) are in the blast radius)

Or if the blast radius falls within yours or a neutral/allied civ cultural range.
