In MoO 2 and MoM there are these entities known as leaders.
They pop up at random times (probably adjusted by a number of other factors) to join your empire. Each one requires an inital retainer fee and a salary, but they provide some nifty benefits to you, including:
-- increased production, research, commerce, etc.
-- wealth: these people have loads of $$$. You don't have to pay them - in fact, they give you money every turn
-- increase your chance to attract other leaders
-- train your units and stuff
-- increased diplomatic goodwill
There are two types: administrators and generals/admirals. The former helps with peaceful building while the latter helps you with beating up your foes.
There are also two kinds of abilities. One is local and the other is empire-wide. Wealth and diplomacy is clearly empire-wide, while increased % in commerce applies only to a city/base/planet.
Is this a nice addition to Civ? With modifications to the implementation, of course.
