You can look at costs of science techs without getting out of the diplo screen, but the more important decisions about war, embargos, etc. cannot be checked unless you exit. If you do that, then immediately open a window with the civ again, sometimes they don't even want to do the same deal they just offered you

If you're running at greater than 1024x768, you can go up and click on the diplo advisor icon.
If you're running at 1024x768, the diplomacy window is covering that icon up. You can use F4... but *only* if you go up and click on the time display and get the keyboard focus out of the diplomacy screen.
They really need to fix that keyboard focus issue--if only because people running at higher resolutions can click the icon easily, but people at lower resolution need to know about the wacky workaround. (I only noticed this because I tried higher resolution for a while, but then switched back because my system can't quite handle it.)
