I made a little mod back in 2001 for Civ3 that added two governments - Theocracy and Fascism. Civ4 has both of these, and the requirements for one of them is the same.
Not implying they copied me, those are pretty obvious additions, but I thought it was kinda funny.

And technically, Fascism isn't in Civ4 other than a technology. Police State is the civic.
