Yep, in teh civ ini. Allow Mouse Scrolling, or something. I find it fascinating that some people aren't geeks like me who like to eyeball their ini files at least once without actually wanting to edit something.

That means: If you launch cIV in windowed mode with a selected resolution, DO NOT, NEVER EVER, RESIZE THE WINDOW!!, then it will work without any problem.
At least it does for me.

Yup, it's really sad what has happened to the PC gaming industry with releasing buggy games.
Sometimes I wonder if it would be finacially feasible to create a company that just tested games/apps on different system configurations and then put their seal on the game/app. The only expensive part would be buying the cutting edge technology, the rest would be cheap and fairly easy. Kinda like WHQL but you actually do work.
Sorry you can't play the game, CBR1100, I would try our tech forum and make a post about your problem and search some of the pages, it sounds like you are experiencing a weird video issue

Similarly, a large number of these compatibility issues are known, but since they effect only a portion of users, they are deprioritized on the bug fix list (particularly since they don't tend to be super quick fixes either). So, they get dropped down on the list, and as the "drop dead date" approaches, the producer from the publisher goes through the list, marking bugs at the bottom as "WNF -- Will not fix," so that they can hit their release date. Thus, the bugs get fixed in patches.
