Slow Speeds

Help. I am a civ Addict. Been playing since colonization and Civ 1. My Brand New computer still seems to get bogged by the game. would a better graphics card help. possibly an upgrade in ram.?
IM off a HP with a AMD athlon 3500 512 ram and ATI Radeon Xpress 200 Graphics card.
