Thanks for the clarification on this issue Soren. It also helps to know that position military units can assist with the prevention of sabotage. With this info, I would say the system is very realistic.
Military units reduce your chances for sure. But I've found that if you do destroy the improvement in a tile the AI will generally move their troops away. The key is to be there when the worker completes the improvement again. The AI will not likely have moved the troops back to the tile so you can pillage it with a greater chance of success.
In one case the AI did not move their forces but usually they do.
