True, true, if you have too many hills, windmills can be a solution. But that's pretty rare, so many hills. Normally I want those hills to produce hammers. I guess it depends also if they are grassland or plains hills. Grassland hills already have a food, so you need very few farms to be able to support a lot of mines - which allows you to have a lot of cottages too. If you're mostly in the plains, you need many more farms, giving you less cottages, and then windmills might be a solution too.
What's the chance of finding a resource anyway, when you build a mine? I think I've had it happen only once, in all my games, and I generally build them in abundance.
And what happens if you raze the mine and then rebuild it. Do you get a new chance, or does the game remember? If the former, just keep building mines until you hit jackpot. If the latter, build a mine, then if you find nothing you can switch to windmill if you really want to.
